for neet 2019,should the passport size photograph that we take to exam be same as the one we uploaded while applying?

No this isn't necessary after all both the photos are yours but if you could take the same photo it will be more good as it will avoid any inconvenience later on. But if you don't have another copy of the pic that used in form you can use another one but make sure it is clear.
