Hi,
Only the following candidates are eligible to participate in the Stray Vacancy round-
1. Candidates who have not been allotted any seat in the previous rounds
2. Candidates who are not holding any seat either in the All India Quota or State Quota are eligible to participate in the Stray Vacancy Round. All those candidates who will be allotted seats in a special stray vacancy round will have to report to the allotted institute and join the seat with their original documents.
Hence, no, if you get allotted a seat in the Mop-up round and join the college, you will not be eligible to participate in the stray vacancy round. Even if you do not join the college in the Mop-up round, still, you cannot participate in the Stray Vacancy round as you earlier left your seat in the mop-up round.
