No, a 3rd year student is not considered to be eligible for appearing in GATE examination.
To be eligible one must have completed a Bachelors Degree in Engineering or Masters Degree in a relevant Science Subject.Though you can appear un your final year.

To be eligible to answer GATE, you need to complete a 4-year degree in bachelor of Engineering. That means, you cannot answer GATE during your third year. You need to complete your graduation or must be in final year in order to fulfill the eligibility criteria. Also, note that a student doing a three year degree course like Bsc and BCA is not eligible as well.
