In 15% AIQ counseling,you don't hold any chance as because cut off marks for last year was almost 600+ marks and 20k all india rank for Gen category to get govt MBBS college.

Although you have good chances to get govt seat in uttarakhand state counseling.

Govt Doon medical College, dehradun -588 marks

Veer Chandra Singh garhwal medical and research institute, Srinagar Garhwal - 569 marks

GOVERNMENT INSTITUTE OF MEDICAL SCIENCE & RESEARCH, ALMORA -566 marks

So you have better chances in Last two colleges if we compare from last year cut off marks.
