I am afraid you cannot hope to get a seat for BBA in any college in Delhi according to your mentioned IPU CET rank if we follow 2018 cut off trends. And also the fact that you are from outside Delhi and in general category just increases the difficulty in securing a college. For example just to give you an idea JIMS had cut off rank of 972 for outside Delhi general so probability is very very low. However all hope is not lost. Stay positive and hope for the best!
