I would recommend you to decide first what you want to study and where you want to study. Do you want to stay in your statefor advantages like job security, language, near home or would you like to take risk and join the cosmopolitan other state cities. 

If you want to stay in the state, then attend state Counselling as your priority because I believe with that rank you would get the best college in your state. In case you want to go outside, then attend AIQ Counselling as priority.
