Congratulations on your result. It's a very decent rank. Considering the cut-throat competition in the GATE, approx. 7.85L people appearing for the exam, 14740 AIR is not a bad rank and your category reservations might benefit you to have a chance to get admission in the any of the colleges.

You've qualified the GATE surpassing the minimum qualification marks for SC category, i.e, 22.7. Last year, it had been 23.1 for ME with total number of candidates appearing for the said exam, 194496.

One important distinction that you must bear in mind is the qualifying cutoff of GATE that will be published by IIT Madras is not the same as the admission cutoff, which is generally determined by the institutes independently. Also, meeting the qualifying cutoff doesn’t guarantee admission to an institute, unless the candidate meets the admission cutoff determined for the applied course at the particular institute.

According to previous cut-off lists of the IITs/top NITs, you have less (actually no) chance for MTech in any of the IITs, but you might get a decent NIT or CFTIs or Central Universities like JMI, JNU, DTU, JNTU, etc. Wait for the official cut off lists of these institutions. 

Generally, to stand chance in IIT/NITs, one must secure AIR less than 700 (even for an SC candidate) and yours is 14K and minimum qualification marks are reduced which implies either there are more number of candidates that appeared this year or many of them found exam easy and thus shown better performance. 

You might not get IIT or even NIT, but there are many CUs and state universities that accept GATE scores and you have good chances there. But since you have cleared the exam, you are eligible to apply for admission but chances that you'll get admission is very low.
