You do have some chances of getting a seat in the NIT. But you cannot get a seat in the top ranked NITs or other GFTIs. You can get a seat in the Civil Engineering branch or Mechanical Engineering branch in the lower ranked NITs. You have chances of getting only the lower ranked NITs. Given that you are an SC candidate with 21k rank in JEE MAINS, there are high chances that you might get seat in old and reputed NITs as well good branches in new NITs.
If your CRL is below 45k then definitely you would get some really good NITs with good branches.
