Hello,
The admission to different institutes occur differently with regard to JEE Mains score. National level institutes like NITs, IIITs, GFTIs use JoSAA counselling for admitting students. You have to register for this and they prepare rank list of those who applied based on merit. You have chances of getting NITs of North-Eastern States like that of Agartala, Meghalaya, Arunachal Pradesh, Manipur, Srinagar, Sikkim, Goa, Hamirpur, Puducherry, Raipur. If you belong to any of these states you can apply via Home State or Other State quota. Also you can check previous year opening and closing ranks at https://josaa.nic.in/webinfocms/Public/View.aspx?page=71.

Other institutes may call for application and you can apply there with your score. But I don't think you can get into any insitute with JEE rank of 2.1 lakh. Only some institutes admit students from JEE stream and that too of good ranks.
