Yeah definitely he / she may be eligible for JEE Mains eventhough if you can't able to crack the JEE in your 1st attempt then in your second attempt through your Mains Rank and Board percentage you can easily get into the NIT'S. But make sure one thing the board percentage should be minimum of 75% for General Category and for other categories it will be like 65% approx.

JEE Main Exam would be conducted twice in a year Jan & April 2019. You can appear in both of the attempts. You be allowed to use the best score from the examinations in counseling process.

Yes definitely he will be eligible.You just focus on your studies and if you can score really good marks i.e above 75% in class 12th board exams then you will be eligible for admission in NITs or IIITs or IITs.You should also prepare for jee mains and advanced hand in hand.
