it depends on the nucleon spins, has a tensor component, and may depend on the relative momentum of the nucleons. They also have charge independence. The answer to your question is that the nuclear forces are not independent of mass but actually the density is independent of the mass no. of the atom. As the the proof is simple

We know that radius in a nucleas is R=Ro x A^1/3 where A is mass no.

Density = mA/4/3{PIE}RoA
As A gets canceled hence nuclear density comes out to be independent of mass no. As density is directly proportional to force so we say that the nuclear forces are not dependent on the mass no of the atom
