Bhu is a ugc recognized Central government university . it is ranked 3rd this year in nirf ranking.
Sorry but you cannot join bhu in class 9th. You have to at least 10 passed out to join diploma course  in bhu . bhu offers many diploma course some of them  have 10th passed eligibility you can apply for that. Bhu mostly focus on ug , pg, doctoral course.

Diploma courses-
Diploma in Bharatanatyam
Diploma in vocal
Etc..

But if you are talking about central hindu boys school then you can apply for SET
