As you have mentioned that you are not interested in your DNB seat and you are looking for opting it out, so for that you need to inform about it to the NBE by sending them a mail on their official email ID which is mentioned below on the early basis in case of joining or resignation of the DNB seat, for more information you can visit to the official website.
