How does upgradation works in ipu law counselling?Is it from top to bottom or you are upgraded to immediate higher preference?

Dear it depends on availability of seats that is in rounds of counseling only they can either upgrade college as per your choices after which it can't be changed and if some students withdraw the admission then they might notify on their website and for this you need to regularly check the website of the college.
