As far as my knowledge there are not many government colleges than you can get admitted to without JEE but there are like SRM, VIT, BMS, RVR, BITS PILANI, MANIPAL INSTITUTE, and many other state-level colleges.

The above-mentioned college does conduct its own set of an exam. But frankly speaking, those are not as tough as JEE exam is meant. They are relatively easier. Anyone can easily get admission having the basic knowledge. These exams doesn't require hardcore preparation. It can be simply cracked if ones having clear and fundamental basic knowledge. So apart from IIT college,s there are still many college  for the guys who could make it up to IIT.
