how many rough papers can I use for JEE?

Don't worry about taking rough paper , at first they will provide you with 5-6 rough sheet booklet then in case u want extra,just inform the invigilator , they will give you as many as u want . you can use unlimited rough paper if you want.

There is no as such limit for rough papers announced. The invigilators over your centre would provide you rough sheets for solving.They will provide as you demand, as soon as you finish your rough sheets you can ask for more. There isn't any specific limit to this but 10-11 pages will be required at maximum.

The scribble pad that the authorities provide at the Examination centres have sufficient pages to let you do all the rough work that you need to do for solving the complete question paper. If you are in need of more sheets then you can ask examiner affcourse few examiners refuse to give due to some reasons sometimes, so try to do everything on Same scribble pad given to you. Candidate are strictly prohibited to take this scribble pads back with them,you will need to submit it to the examiners monitoring there. There will be arround 30 sheets in the scribble pad given in JEE Advanced Examination.
Whereas in JEE MAIN you get sheets and you can use as many you need, There is no restriction on them.
