The first round is for initial allotment where seats are given as per your rank and choice preferences. If you're not satisfied with your seat or didn’t get one, you can take part in the second round, which allows for upgrades or fresh allotments. After these two rounds, a Mop-Up round is conducted to fill any remaining seats, especially for those who didn’t get admission earlier.
