You need to apply as the Online applications  are  invited from all eligible  Indian  national candidates  for Science  Talent  Search  Program  of the Council  of  Science  and  Technology, Uttar  Pradesh. I tried it ain't working! The actual link to get to the application form isn't where it should be!

You need to apply on www.upcsttalent.com It is not showing to you because its application form not come out.
