How to develop Critical Thinking to solve problems in NEET? Please explain.

Critical thinking implies being able to understand the application of the concept at hand. It requires strong conceptual clarity and when I say strong conceptual clarity, it doesn't mean reading and re-reading only, but re-reading with more clarity and understanding of the subject.
Once you are done with reading and understanding a chapter in any of the subjects, i.e. PCB, practice its associated MCQ type questions (as would also be asked in NEET). You can also take up some previous year questions of AIIMS MBBS entrance, as AIIMS is known for giving more application-oriented questions.
Practising questions will give you clarity about your critical thinking in that chapter/subject. In case you feel more clarity is required, you can take help of online videos, other help books, ask your teachers or seniors. Take the questions you are facing problem in, to your teachers (coaching or school) and with their help figure out the sticking points which are keeping you from comprehensive understanding.
Studying, Practising, Re-reading, Reviewing and again Practising is the cycle which might help you get into exam mode.
