i am 2016 passedout student and i have 1paper arrear if any chances to change anna university to deemed university..?

There are no chances to change from AnnaUniversity to any other deemed University.
You have only one paper to be cleared and my suggestion is that you can put in your fullest efforts to clear that one paper in order to obtain your degree.
