i am actually going to give both jee 2022 as well as kcet but since jee has been postponed and the counseling might start in September if i enroll in a college through kcet can i still apply for josaa counseling and if i get seat can i defer the previous seat through kcet and join this?

YES, you can take part in JOSAA Counselling even after getting enrolled yourself in any other college you get through KCET Counselling, if and only if you will clear JEE mains exam. Only those candidates who have qualified JEE Main 2022 or JEE Advanced 2022 could login and register for the JoSAA counselling procedure.
Furthermore, if you get a admission seat in any Engineering colleges Through JOSAA, then also you can defer your KCET College seat and can join the college through JOSAA Counselling.
