Hey dear, cutoff varies year to year, last year cutoff went very high that even students getting 500 marks were unable to get an mbbs govt. College. So with 421 marks being obc candidate getting mbbs seat is tough for you even under state quota, you must have expected above 450 for safe selection. Although, stay tuned to the counselling and try your chance also in bams and bhms with this score. You can also predit your college through this link:

Lala Lajpat Rai Memorial Medical College, Meerut is one of the best government medical colleges of Uttar Pradesh. So the cutoffs are quite higher than others. Now going by last year's cutoffs, Lala Lajpat Rai Memorial Medical College had the cutoff score of 595 for State quota OBC Candidates. Again in 2018, the cutoff score for OBC category was 429 marks. So there's a huge fluctuation. This year the cutoffs may change but chances are quite less to get a seat there. For OBC Candidates, at least 560 to 570 marks are needed in order to get a government seat through State Counselling. Hi

It's quite difficult to predict that whether you will get  seat or not as  cut off marks for medical colleges keeps changing every year  depending upon various factors like  number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.

But when we go through previous data then it suggests that with 421 marks you hold very low chance to get a seat in  Lala Lajpat Rai Memorial Medical College, Meerut

For example,
