Your OBC cast certificate will be applicable to other states also ,  whether it is for job purpose or education purpose. The condition is that it should be approved by central government. If it is approved by state government of your native state then it will be applicable in your own state only . If your OBC Certificate is approved by Telangna Government then it will be applicable in Telangna state only.

Yes, the OBC rank you get in JEE mains is applicable all over the country. In the JOSAA counseling, you can opt for colleges in any state of the country.
But for NITs, 50%ofthe seats are reserved for the home state quota. Rest for IIITs and GFTIs, you can easily apply through JOSAA counseling using your OBC rank.
