Hi !

Yes, you can apply in Jharkhand also , if you are a resident of this state. But , for this you need to have domicile certificate of Jharkhand state , because you need to show that certificate during document verification process. But for UP , only class 12 marksheet would be enough to be eligible for the state counselling.
