Yaa sure, you can get government medical college anywhere in india.
NEET has all india quota of 15 % under which other states candidate can get a seat in any college around india.

Even if I am getting just 500 marks in neet?

Sorry but you didn't mention your marks in previous question.
With 500 marks it is difficult to get college with AIQ for mbbs.
So try for colleges in your state otherwise try for bds seat.
