I am general category male student .Can I get nit meghalaya cse in special round 2 if my jee main rank is 32080(other state)?

Hello aspirant,
It's highly advisable to try for the special round but it's not advisable to completely rely on it. Because spot round's closing ranks cannot be predicted. Sometimes there might be a 5k difference in closing ranks too. Sometimes there might be a difference of just a few hundreds. So we can't predict.
