I am getting 400 Marks in neet 2019 can i get college in delhi ac category?

I think you mean sc category.
If that is so you are expecting 400 marks then most probably you will get a good medical college but there is no assurity about whether in Delhi or not.
Your priority should be to study your desired subject in a good medical college, place shouldn't matter.
