Yes, even droppers can appear in JEE Main next year provided they must fulfill the eligiblity criteria.There is no age limit.They can only appear in three consecutive attempt.for JEE Main 2021 a candidate must have passed 10+2 in 2020 or 2019.Must have passed with 75% for general category candidates and 65% SC/ST to be eligible to get admission in IITs/NITs/GFTIs.

yes that is exactly what you can do and what most of the students do when they do not get the desired college in their first attempt. If you cannot get your desired college this year then you can take a drop and prepare for the exam for one year and give another try the next year however that will be your last try at JEE advanced.
