According to the official of GATE, they mentioned that those who meet the eligibility criterion can only apply for GATE. The eligibility criterion states that candidate must either completed B Tech or he must be in the final year of B Tech since you are in the third year you can not appear this year in GATE.

However next year onwards you will be eligible to appear in GATE examinations
