i am not eligible in top 20 percentile,but i have 85 percentile and and 53000 OBC quota, should i go for josaa councelling?

Since you are not in top 20 Percentile then you are not elligible for NITs,CFTIs or IIITs.Also your rank is too low for goverment engineering college.You should look for others engineering entrance examination.
