You can not get Chandigarh mbbs seat if you do not have resident certificate of Chandigarh. Resident certificate is verified at the time of admission.
But you can get admission based on your all india rank. All india quota reserve 15 percent seats in each medical college under neet.
For resident certificate it doesn't matter where you have completed your study.
