If you want to change your stream in the college in you're studying, you have to contact college authority for this if such a possibility exists. Else drop this course and apply to those colleges where admission process has not begun

yes, you can join BA after taking commerce in 12th. It's not a big deal as most of the colleges ask for +2 qualified candidates. However, I would suggest, it would be easier for you if you take a BA in Economics.
