For availing domicile of Delhi you have to your 10th as well as 12th from Delhi. Since, you've done only your 12th from Delhi you'll get the domicile only if your father is a central govt. employee.

Usually there are few very important documents for any competitive counseling. These documents are:

• CBSE or any respective 12th board marksheet or passing certificate
• CBSE 10th or SSC final marksheet
• Domicile certificate
• Character certificate given by the school
• Category certificate (SC/ST/OBC) is any
• Competitive admit card

You can avail for UP Domicile anytime.

Since you have passed your 12th class from DELHI, so talking about the first question You will only need the GENERAL DOCUMENTS that are required at the time of counselling which includes:

• 10th and 12th marksheet
• Identity proof  and Address proof(Aadhaar card serves the purpose of both)
• Character certificate, Migration Certificate (your school will provide you)
• 12th passing certificate

These basic documents are required. Also the list of other documents except these will be provided to you
by the college itself.
Next comes your second question...
As your school is in Delhi so the college in Delhi won't ask for Domicile as the school is itself the proof that you passed 11th and 12th from their school and they will surely provide you a letter (if not then don't worry your marksheet is also a proof) regarding this.


Apart from these if you want to apply in UP...
since you are a permanent resident of UP but your school is in DELHI you have to make DOMICILE if you want to apply for college in UP.
