Yes , you can definately apply for MBBS in any oth the states across the country because there is a 15% ALL INDIA QUOTA which is applicable in each and every college of the country. So , you can fill the colleges of MP and Orissa while applying for the counselling of ALL INDIA QUOTA. There is no requirement of domicile for this quota but for 85% quota , you need to have domicile.
