In order to be eligible for admission under the 85% quota seats in the Delhi University, you need to have your 11th and 12th standard from any recognised board in Delhi. Since you have completed your 11th from Delhi and are in 12th grade in Delhi too, you are eligible for admission to Delhi 85% quota seats.
The applicant’s parents have to be a permanent resident of the State, or the applicant has to reside in the State for 3 or more years.
Since your parents live in UP, you are eligible for admission under the 85% UP state quota seats.

Selection of centre for NEET examination is based on the preferences filled by the candidates themselves. You can select whichever city you want to appear for in examination and NTA will allot you a centre based on your preference and the city selected by you while filling out NEET exam application.
However for admission you can apply for the state you have domicile for, if you have domicile certificate for UP state then you can apply for state quota in that particular State Only. For admission you won't be getting options for state quota. You can apply in any state through AIQ but to be eligible for 85% state quota seats you nees to apply in the state mentioned in your domicile certificate.
