To appear for upsc exam the eligibility condition about degree is that it should be from a recognized university.

MHRD, Government of India has declared Gandhi Institute of Technology and Management ( GITAM ) as a “Deemed to be University ” comprising (1) College of engineering and (2) College of science u/s 3 of the UGC Act, 1956 on 13th August, 2007

So B.com course from gitam university is valid to apply for upsc exam And other government job exam.

If you have completed your degree from any university which is approved by UGC then you can attend any upsc exams, percentage and courses hardly matters, so you can give UPSC exam without any problem.
