In which subject  you have completed your  graduation from Telangana state, you cannot do the same subject in graduation in the state of Andhra Pradesh or any other state.

If you want to do your graduation in in other subject Andhra Pradesh it is possible. There is some clues and clause in UGC norms that may opposite you to do the graduation in the same subject in any other state. You can do your post graduation in the same subject in any other state but not the graduation.
