Even without getting a Fee Waiver Seat in HBTU kanpur, yes you can avail fee waiver from the college.  For the economically weaker section,  the students whose parental income is less than 1 lakh for general category and 2 lakh for OBC category  are provided with scholarship so mostly you wont have to pay your tuition fees but for that you have to submit your father's income certificate.  I hope it helped
