NEET phase 2 registration form has no options for uploading documents. Hence don't worry if you don't have 11th marksheet. Many state boards this year have not issued 11th marksheets so NTA is very well aware of this. Skip filling 11th details if you can't you can still proceed with the form and submit it.

Filling of academic details of class XI are not mandatory. So even if you don't have your XI marksheet your application form for NEET Phase-2 will be submitted without any problem and your result will be declared.
