If you dont think youll be able to aggregate 75% in PCM as you have decided you can  give only PCM and you dont need to give practical exam just the theory exam will be exam will be fine.

previous practical marks will be carried forward and accounted for if he /she has passed in practical. So no need to give the practical exams again . The marks will be further carried to NIOS from CBSE. You only have to appear for theory exams.
