The aim of conducting JEE for 4 sessions is to ensure that no student fails or feel low his/herself for getting low percentile in previous attempts due to unforeseen circumstances. Therefore, if they miss one attempt, they are encouraged to give another attempts with strength. It is to encourage all the students, who failed to attempt first exam due to unforeseen circumstances. Your daughter secured the greater percentile in the first attempt itself, if this was taken into consideration, she gets more opportunities in NITs as well as IIITs, which considers the JEE mains rank. 69 percentile reduces the opportunities. So, I think this is justified.
