Since you did not qualify  GATE 2019 you are not eligible for monthly scholarship provided by AICTE. But you can get admission into M. Tech by answering priviate university exam. No state run or priviate run university provides scholarship for non gate qualified.

But you can do one thing, most of the private universities have a facility called as Student Assistantship. Apply for that scheme, if you get selected for that you will be paid 5000/- per month for 2 years.
