I failed in class 12th 2017 exam(CBSE) but in 2018 I have passed 12th class from UP Board...Can I give NEET 2019??????

Yes, you can give NEET.The eligibility criteria says a candidate who has successfully passed in all his subjects in class 12th with 50% then he/she can appear in NEET.Now as you've mentioned that you have passed 12th then now you can appear in neet.
