Sorry to inform you but you won't be able to get into any college with the percentile that low. I would suggest that you should prepare for the exam and try again next year. 65 percentile is far less than required to get any government college. Moreover, IT is one of the top branches so you will not get IT with a low score.
Try again next year and aim high. For IT in any decent college, your rank must fall under 50k better if under 30k. However, if you don't want to take a gap then you must check out some of the private colleges like Amity.
