Your rank is quite good.Based on this you may clear cut-off or not as it depends on the several factors like dificulty level of exam,No. of seats,Category,state quota,past year trends.Since you are not from state quota it will be difficult as closing rank for general category is 9501 – 10000 of 2018 year.You can visit here for more information
