I got 139 marks rank 1173 general category in cee 2018.Am I eligible for counselling?

As per your marks and rank, you are eligible for the counselling and getting a seat. Attend the counselling and hope for the best.

https://engineering.careers360.com/articles/assam-cee-merit-list But in the counselling notice  my rank is not mentioned(in the above link).What should i do?

The cut off rank changes every year. But your marks is good. So don't worry. You are eligible for counselling.

There is no particular prescribed cut off or as such for CEE but as per my knowledge last year students having minimum of 77 marks were invited for last round of counselling (around 2k rank) but this may not happen for CEE 2018 as the rank vs marks have changed significantly this year,but if you are having a rank under 1.5k you will surely get a seat.Good Luck for yoour admissions.
