Hello aspirant. Kindly mention your category. It varies according to category 

 Assuming that you are from general category , it is very difficult to get there with this rank. Moreover preference is given go GATE qualified students . Even top 500 ranks of general category are not sure of getting admitted in JNTU or OU.
