To be eligible for Neet, you must have passed your class 12th examination in both theory and practical examinations of PCB and English as core subject , with at least a minimum of 50% or 40% marks depending on your category taken together in PCB(theory+practical) in your class 12th board examination. You don't need to score separately 50% in Physics, chemistry and Biology. Your aggregate marks in PCB will be considered. Now you have 164/300 in PCB i.e. 54.6% and this is your aggregate percentage of PCB which makes you eligible for Neet and you have also passed all your subjects. Now for AIIMS, your admission will be on the basis of marks obtained in Neet. So any score above 640 or 650 can help you to get seat in AIIMS. Neet eligibility  criteria says that,
to be eligible  you must have passed your 12th with English and PCB (pass in both the theory and practical )  with at least 50 % in aggregate of PCB ( in theory +practical) in 12th  examination  if you belong to general category or at least 40% in aggregate of PCB if belongs to Obc/ Sc /st .


Now,
Your aggregate in PCB is
= 164
=(164/300*100 )%
=54% i.e greater than 50% ,so you fulfil above aforesaid % requirement and thus you eligible for neet examination

You are also eligible for AIIMS as now admission to to AIIMS is through Neet examination and so neet eligibility criteria is applicable over Aiims and so you are eligible
