With a NEET score of 165, getting admission in BDS (Bachelor of Dental Surgery) in a government college is not likely, as the cutoff is usually much higher. But you still have options in private dental colleges, especially those with relatively low fees and decent infrastructure.
Some private BDS colleges offer seats at scores below 200 under management quota or state quota depending on the state. Fees vary from college to college, but some private colleges offer BDS at a lower budget compared to others.
Here are a few to consider:

I personally suggest that you apply through the state counselling of states that allow open category admissions, even if you are from a different state. That increases your chances of finding a suitable college.
