your wbjee rank is quite not bad . if you want to seek a seat in govt college ... then either you have to fill your college wish list with all govt colleges or if you are interested in private then most of the good privaye colleges in kolkata ( netaji subhas college, st. thomas college , techno india saltlake, b.p. poddar) or outside of kolkata you should definitely go for academy of technology , hooghly . now if you are wanting a premium college then go for a management quota in IEM or heritage engineering college.best of luck.
